I am not a texinfo specialist, but the INFO-DIR-ENTRY section above
seems broken to me.

It should be something of this kind:
START-INFO-DIR-ENTRY
* The PLplot Plotting Library: (plplotdoc).   ???
END-INFO-DIR-ENTRY

Note the ": (XXX)." [1]

The origin is the corresponding @direntry section in plplotdoc.texi. 
As this seems to be a generated file, I have no idea how to fix this.

[1] I had been hit by a similar bug in a package, I maintain.
Without having investigated in depth, it seems to me, as if the XXX in 
": (XXX)." is required by newer install-info.
