If packaging them into the mock-rpm, yum/apt will keep them current.

People with smaller bandwidth will appreciate this, because it will help
avoid them having to download the stuff each time anew once they build a
package.

Also, I am not sure if the PackageGuideLines allow packages downloading
documents from external sources.

I guess, you mean this:

A very clear description of a work around on severe regression in
mock/yum. I think it now should be your task to fix the bugs in the
packages you maintain instead of pushing all users to work around the
bugs. TIA.
