So just to be explicit here, can we change Packaging/ReviewGuidelines from: "- MUST: Files used by pkgconfig (.pc files) must be in a -devel package." to something like: "-MUST: If there is a -devel package, files used by pkgconfig (.pc files) must be in -devel."
