The full report can be found here:

Owners file stats:
 - 1689 packages
 - 51 orphans
 - 44 packages not available in extras devel or release
    ...
jpo at di dot uminho dot pt perl-Test-Builder-Tester

perl-Test-Builder-Tester is included with perl 5.8.8 (a FC-5 core package).

If thats the case, should there still be an entry for it in the owners file? I would have thought not..

CVS stats:
 - 1716 packages with a devel directory
 - 31 packages with no owners entry
gnucap gpasman grandr_applet gtk+ initng kchmviewer
    kernel-module-thinkpad kile-i18n libexif mtd-utils nethack-falconseye
    pcb perl-Convert-ASN1 perl-DateManip perl-Finance-Quote perl-GD-SVG
    perl-Graph perl-Heap perl-Maypole perl-RPM-Specfile perl-SVG
    perl-Text-Shellwords perl-XML-LibXML-Common perl-XML-NamespaceSupport
    perl-XML-SAX perl-XML-Writer perl-bioperl python-ldap raidem-music
    raptor unifdef

perl-Convert-ASN1, perl-RPM-Specfile, perl-XML-LibXML-Common, and
perl-XML-NamespaceSupport are FC-5 core packages.

Not sure how these slipped into the report. They don't appear in the repos that were used to generate the report.

There is the off false positive.. the script that generates the report is still being actively worked on.

If you spot these (false positives) please report them as such.

Thanks!
