This is why for few files like here it's worth it, but if you had to "install foo1 foo2 foo3 destdir/", probably not. As for the failovers, try "rpmbuild -bs --nodeps file.spec" on a machine where php isn't installed. It'll fail miserably instead of creating a nice .src.rpm which you can then send to a build system for instance.
