I could create a fedora-usermgmt-devel package shipping
/etc/rpm/macros.fedora-usermgmt with the content
http://ensc.de/fedora/macros.fedora-usermgmt
This should ease the creation of packages supporting both the plain
shadow-utils and the fedora-usermgmt methods.
