Since this seems to be a requirement for bug 177277, I'll review this as well.

First off, I agree with Orion.  Mostly.  It's not really necessary to write a
book, but

%description
%{summary}.

doesn't really work.  Please at least give a couple of sentences of description.
Also, as in 177277, the BuildRequires: perl >= 1:5.6.1 is pointless and needs to
go and %build should be:

%{__perl} Makefile.PL INSTALLDIRS=vendor OPTIMIZE="$RPM_OPT_FLAGS"
make %{?_smp_mflags}

unless the package breaks.
