I oriented myself at the squirrelmail package, which is one of the few webapps included in RHEL and Fedora. This package has its datafiles in /usr/share/%{name}. But the part about depending on smarty and removing the internal smarty_template system is a good idea. I'll see to it, that this part is changed.
