Package with no "upstream" source - clamav-exim

I'm reviewing clamav-exim (https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=181450)

This is essentially some wrapper scripts and configuration files for setting up a clamav daemon for exim. So:

- Do we need an COPYING file with the GPL license? Or are all the provided Source files assumed to be GPL?

- Is a package with no upstream source acceptable? (I would think so, but...)
