It's used by the free font project dejavu (http://dejavu.sourceforge.net/wiki/index.php/FontForge) Since I'm FE's dejavu maintainer, I'd like to get the full dejavu toolchain into FE to package dejavu from sources instead of pushing prebuild TTFs. dejavu is not GPL'd so it's not a requirement.
