By _all_ users? That is not safe (I know it does not do any serious harm, but you should still not allow it by default - even though it only updates the cache - cache updates should be controlled by the superuser). Actually the applet should not run "smart update". There should be a cron job which does that. The applet should just check if there are new updates - without trying to update the local cache. If the applet would just do that, it would not need root permissions.
