The initial plan was to ship the module helper macros/whatever in
redhat-rpm-config; that would still work for me.  rpm-build sounds
somewhat heavyweight.  In any case, I think there should be a macro
pointing at it and kmod packages wouldn't have to care about the path;
they'd just use eg. %{kmodtool}.
