Disregard. I figured it out and added the group with commit access. This
is ready to go!

Not sure if it is a Pagure bug but it's easy to work around for now.
When I tried to add the group, I was given a specific error message that
said I did not have sufficient access to add new groups. Instead, I
added myself as a repo admin, and then I was able to add a group without
problem.
