I've opened https://pagure.io/fedora-infrastructure/issue/6250 to get us a confirmed answer. 

Confirmed. Pagure is FAS only.

Agreed for some use cases, however I am not aware of this being a Fedora workflow. 

Do we think this is the most likely use case?
