I'm +1 on this for what it is worth. Also, without opening a
can of worms, could we revisit the need for a package when we
can, in theory, keep a website accurate and the offline use case
is probably minimal.

Definitely. I'm pretty sure we've been talking about this several
releases ago, it just never went anywhere. I really don't see a need
for offline relnotes either.
Anyway, branch f26-dummy (tag 26.01) has a version that basically
just says "go check the website", builds fine, and has updated
revhistory for f26, so it should be ready to be packaged. However, I
can't do that right now, since I've never done it before, I'm not
sure I even have the permissions to use koji or whatever we use now,
I'm definitely not set up for it, and it's half past nine on a
Friday evening. I think nb did the packaging last release without
much issue, so you could try asking him.
