Don't feel too bad, Remy, this is an increasingly common misconception.    Once upon a time, the announcement was derived from the Release notes, at least in part; now, there's much more activity and advocacy for working on the announcement.  Part of that problem lies with me, for not sending more signal about the Release Notes process; part is simply because there are more contributors engaging with Marketing and their efforts and mostly only Docs people do docs.
