You'll want to talk to the translators, either by joining [1] or by filing a bug in Bugzilla As to why the Legal Notice is not translated, that's common for any text with legal meaning (for example, software licenses). Because there's always some fuzziness in translation, legal text does not lend itself to being translated, at least not without considerable effort from legal experts.
