Release Notes version numbers

The release notes version numbering is described in

Basically, the RPM is numbered x.y.z-a where:

- x is the Fedora release the document describes
- y is the revision ordinal of the XML.  This implies that revision
numbers in Revision_History.xml will have numbers of the form x.y
- z is the revision ordinal of the tar file.  Typically this will change
due to changes in translations, gets reset when y changes.
- a is the build ordinal, updated for rebuilds from the same tar
