The release notes version numbering is described in https://fedoraproject.org/wiki/Preparing_the_Release_Notes_for_final_release Basically, the RPM is numbered x.y.z-a where: - x is the Fedora release the document describes - y is the revision ordinal of the XML. This implies that revision numbers in Revision_History.xml will have numbers of the form x.y - z is the revision ordinal of the tar file.
