Hi John -- unfortunately, the PO files are affected by a bug in 
Publican.[0]

Can you please regenerate the POT and PO files with the version of 
Publican on my Fedorapeople page,[1] or build it yourself from source.[2]

This same bug will affect anyone generating POT or PO files from the 
version of Publican (2.1) currently in the Fedora repos :(

Translators: if you encounter PO files that contain fuzzy strings where 
the msgid (English) contains the entities " or ' please alert 
the docs team. The effect of this particular bug is to change any 
apostrophes or single quote marks in the document into "'" and any 
double quote marks into """

This problem has been fixed in the Publican source; we hope to release a 
new version of the tool within the next few weeks. In the meantime, the 
existing version works fine for everything except generating or updating 
POT or PO files.
