I think this is coming out of the old homepage module, in en_US/homepage.xml. That page is really out of date, and not used anywhere that I know of. It originally formed a default start page for a user not on the internet, if he opened a web browser. Now you'd want to consult the Web browser maintainers to see if /usr/share/doc/HTML/index*.html is ever opened at all anymore. -- Paul W.
