HelpWanted is a very popular link. Deprecating would require changing
links in the wiki and various presentations and providing a redirect for
links in external websites.
Join is the top-level because it makes sense and appeals to the widest
audience.
The problem is time -- time to finish the Join page, get all the
ProjectPages/Join to be present, etc.
If it's not finished please mark it as a draft on top. I haven't quite
understood what you have been trying to do with the new design which I
think came from FUDCon Boston discussions. The mockups seems to be
missing on
http://fedoraproject.org/wiki/Websites/MainPageRedesign2007/FUDConWhiteboard.
