1 week schedule slip for release notes (was Guide on release notes translation?)

We now have a small delay for translation of release notes, as the
master schedule has fallen back by one week.

The PO files are going to be available by 23:59 UTC 11 July Tuesday.

Due date for PO files to be included in the ISO is 17 July Monday 23:59
UTC.  

Due date for inclusion on the Web only release of the notes is 24 July.

OK, I have now set a watch on the master FC schedule, so hopefully won't
be caught by surprise again.  Ha!  As if I believe that ... ;-D
