Wiki is the source of the content.  It gives us XML.  We have to fix
that XML, then it builds.

Paul did some extra edits along the way.  Those edits are going to
disappear when we get XML from the Wiki again.

We never has a translation freeze for the FC5 test3 release notes.  

Remember that we post the latest release notes on the web, and there is
a link to this latest relnotes at the top of the relnotes in the ISO.

As soon as there are complete translations of the languages in CVS, we
will post them to that Website.  This is why it is not as important to
get translations into the ISO during test releases.  It is *very*
important to get the translations into the ISO for the final release.

This new work on the toolchain and the release-notes module is to
support better translation for the FC5 final release.   

To do these changes, we had to sacrifice the short-term goal of
translations in the test3.  

I believe this is OK, because now we are supporting the long-term goal
of making release-notes available to translate from the standard
interface at:

http://i18n.redhat.com/cgi-bin/i18n-status

We tried hard to make sure that the content (everything that is *not* an
XML tag) is the same as before, with new changes for the test3 release.
I honestly don't know how this affects the .po file, but we were trying
to make the fewest fuzzy entries.  

I apologize the big inconvenience this causes.  I believe the process
for the FC5 final relnotes translation is going to be much better.
