unable to read header list during local ftp install (windows 2003)

Hi,

It seems that i always get the message "Unable to read header list" upon
installing fedora core 2 using local ftp.  My ftp server runs on windows
2003.  Is there a special kind of setup on the ftp directory tree? Ive look
for hdlist* on fedora tree and its there...
