Josh is correct.  Releng has taken some input from various parties and
feels that there is sufficient reason to break tradition with the F11
schedule.  However, given the significance of such a break this needs to
get a full vetting in the public space, and I'll be starting a thread on
Fedora Advisory Board shortly to start that discussion.  The rel-eng
discussion up to date has been exploring what the different scenarios
would lead to in a schedule as well as some other adjustments such as as
staggered freezes.

Releng has not the power nor the desire to make this decision on it's
own.
