Odddly enough, without any real cross-distro discussion about it. (In fact, I'm fairly sure cups wasn't nearly in unison, SuSE shipped ALSA before it was upstream, Fedora shipped libata for ATA at least a release before anyone else, etc.) In fact, most of these moves are because the kernel dropped things on userspace and everyone had to scramble to catch up.
