sshd by default on a live cd is not desirable in either case. More remote services enabled by default always opens the possibility for security issues. Besides the kickstart files are often used as a template for further customization so minimal amount of services enabled is a plus. If you have more questions, feel free to test the live cd or look at the kickstart files for details:
