The same reasoning applies. Ultimately it is the maintainer's decision. If
they are not reading this thread, you aren't going to get a response. So
unless you file a RFE, you won't know if it will get accepted or rejected.

owns '/etc/aliases'
That seems to be a good place. If not, it can always be reassigned.
