Suppose there is a newcomer named Foo. So here are the various options
open to take over an orphaned or "maintainer-is-AWOL" package.

i) Follow the entire process for taking over an orphan or the AWOL process.

ii) In case of an urgency, ask an existing packager [1] to commit the
Spec file changes on your behalf while (i) is going on. The
converstation can happen in IRC or through mailing lists.

Isn't this adequate?
