It actually adds up to 21 days plus 3 days (where people can object).  I
don't think it's unreasonable to expect a response by then (or an entry
on the Vacation page if a maintainer knows that they'll be away for an
extended period).

Also, if the maintainer does come back, I don't think it should be a
huge problem for them to get their package back.  The point of the
policy isn't to take packages away from people, it's to make sure that
packages get maintained.
