It's certainly fine for me, because I don't actually care much about
compiling userspace anyway -- if I can build kernels, that's perfectly
sufficient for my purposes.

But it would be nice if we could have a 'clean' dependency chain along
the lines of:

 cross-gcc --> cross-glibc --> cross-libgcc.so
