When the LSB says "shall not depend", they REALLY mean SHALL NOT DEPEND, not "shall hide their dependencies on ...". This means they must not use those libraries, or they have to statically link them (yuck!) or ship private copies of them (yuck!!! This is even worse because you get all the drawbacks of static linking without the advantages).
