Imo, it's acceptable to adjust vendor between releases (e.g. f8 -> f9)(*).  

And by the way,  --add-category X-Fedora is deprecated and should no longer
be used either.

(*)  depends on ones interpretation of "life of a package", which I consider
that to implicitly mean "... within a release".   Hmm... maybe I should
actually *do* something, to try to get the wording *as written* clarified. 
Fwiw,  I've never been too keen on fdo's wording/recommendations
wrt .desktop vendor tho, so I'm probably a bit biased.
