Yes, but that doesn't mean the maintainer is always going to have time to do
those upstream filings themselves. The point of contact for Fedora specific
bugs or quirks should be maintained in bugzilla but at times it may be best for
the reporter to take things upstream themselves (and I'd agree that sounds like
a good case to go find out what upstream thinks about performance).
If you don't have time to take it upstream now, then put it off until you do.
If Rex has time before then I'd bet money he'll take it upstream when he can...
(as much as he's doing with kde packages don't count on it soon).
I've filed lots of bugs upstream for things that are best dealt with there, its
not as painful as it might sound.
