Adding "SWcursor" > "on" to the xorg.conf file does 'fix' it so it does appear related to > hardware cursors. Its a bug upstream in freedesktop, I think its a bug in the server more than the radeon... I suppose I should look at it, as the upstream bug has a lot of fail and not much people actually fixing the problem.. I might just check the workaround in upstream..
