As I've added to one of the tickets about that, here it was reproducible. At boot-time, the /tmp/pulse-$USER/pid file still existed and contained the pid number from before the shutdown, but a different process now got that pid. There are several older and newer duplicates of that ticket. They have been closed in a chaotic way.
