How/when does a koji build tagged as dist-f8-updates-candidate

pushed to updates-testing repo?
The kernel you linked to (and a later one) are both so tagged,
but
neither is available except via the koji page.
I assume I should wait for an official testing candidate before
testing
and reporting feedback?
