FYI for anyone else comes across this. When installing upstart and
event-compat-sysv you may get an error during rpm_check_debug vs
depsolve:
Package redhat-lsb needs /sbin/pidof, this is not available.
Installing sysvinit-tools at the same time as upstart fixes this.
on an x86_64 rawhide rawhide update attempt I get:

event-compat-sysv is supposed to obsolete sysvinit, you've got it installed and
latest version but you still have sysvinit installed? You should have
sysvinit-tools installed but not sysvinit.
