Profile wins, then goes up from there. System installed ones generally have least priority. Version numbers are irrelevant.

install case, there will be times when a user may want to grab a newer
version of the same plugin that is installed system-wide.  Can we
really deal with that?

Yes. It will install into the user's profile directory, not overwrite the system one.
