As other people already explained the target is the home desktop/small
server where you have a fixed box directly wired to hardware (ADSL entry
point, printer, projector, amp & sound setup, cable, whatever) and
roaming light desktops like laptops that use/control the services (mail,
sound, video, pvr...) provided by this box.

The box may also serve as desktop but its other services are headless in
the sense they don't run a full GNOME session but at most output a
specialised UI to specific video outputs.

The box may be built-your-own or shipped by the cable/adsl provider.
Either way it runs Linux and can often be fedora-installed.
