It isn't just for existing contributors. It has potential benefits to
aid the workflow of existing contributors (central location and same
tools as post-review). The other key benefit would be for new
contributors who use the tools for the first time. It would be great to
provide them a very similar work area to how they will be maintaining
their package after the review.
