I'd say packages needing the changed provides should get rebuilt and be pushed at the same time, but saying no provides should ever change is going to be a problem for several libraries/packages (Firefox being only the most obvious example). For example, we need to allow for broken ABI compatibility for the KDE 4 development platform updates until the 4.0 release (or at least the 4.0 development platform release, which will be fairly soon).
