I wouldn't say it like that. I'd say packages needing the changed provides 
should get rebuilt and be pushed at the same time, but saying no provides 
should ever change is going to be a problem for several libraries/packages 
(Firefox being only the most obvious example). For example, we need to allow 
for broken ABI compatibility for the KDE 4 development platform updates until 
the 4.0 release (or at least the 4.0 development platform release, which will 
be fairly soon). It's part of its nature as a tech preview.
