default should be to allow root login for convenience and keep
it up to sysadmins to lock down a machine completely if this is
desired as local security policy.

Security by default works better but this argument is irrelevant now since it has enabled again in GDM as per the last Desktop SIG meeting. The plan is to tackle this in a more comprehensive way in Fedora 9.
