See fedora-desktop list discussions. The goal IIUC was to discourage root login via display managers since there isn't normally a reason to do that and it presents a higher security risk. This has also been a often requested feature in the past and with the introduction of Policy Kit makes it even more sense to do so. Users who are inclined to ignore this safeguard can always turn the option on.
