A lot of the above isn't really parallelisable (or shouldn't be). network->ip[6]tables-> sshd|netfs should be serialised. Also afaik, haldaemon can't start until messagebus has run setroubleshoot is also serialising on auditd iirc. So what's actually causing that 2s difference? Is it possible that you just got a dhcp reply quicker the second time?
