FESCo's charter is clearly larger and affects the entirety of the
project (all contributors).  This is new, yes, but shouldn't be ignored.

What is the real risk of someone from another part of the project voting
on e.g. Artwork's leaders?  Don't all members of the community have say
as to who these general leaders should be?  Isn't art part of the
distro, the front face first seen by many, and so forth?

Ultimately, if _you_ don't feel qualified to vote across sub-projects,
then don't.  But if _I_ feel so qualified, please don't make policies
that block me from voting across sub-projects.  We need a higher bar for
disenfranchisement than, "I wouldn't vote for anyone in that group, why
would anyone else want to?"

Remember, a steering committee elects its own chair, so the risk of a
full coup are pretty low and easy to detect.
