Am I right in thinking the the i586 and the i686 kernels will be
absolutely identical? feature for feature AND bug for bug?

Why not have both?

Possibly have i686 for upgrades/updates only and i586 for new
installs? with a message in the release notes/docs/major announcements
that by Fn+1 i686 kernel will be removed/merged? (but use different
words so as not to get people kicking up a fuss...)
