The problem is that if this were made optional, then they wouldn't be
guaranteed to be installed prior to the kernel which leads to big
problems with initrd creation in the kernel's %post.  Generally
speaking, this is a problem that could really do with some people
looking into a solution as it happens more and more... and the hacks are
not entirely ideal.  Ideas to rpm-maint-list@xxxxxxx :)

cryptsetup-luks should drop its static binary and move libcryptsetup to
be in /%{_lib} instead of %{_libdir}
