Pretty much always, and it goes both ways.  F8 could push back a week or
two to try to accomodate KDE, but then KDE may wind up pushing back a
bit to finish up some last bits.  Then F8 has to either go ahead and
release sans KDE final, or wait more, and then the Gnome-ers are
screaming "why are we waiting for KDE?  I don't use it so that must mean
that no one does!" etc etc.

It sucks, but that's life.


In such a case, i suggest shipping KDE 3.x and go to KDE 4.x mid F8.

Anything less will cause the usual sentiments that Fedora doesn't care
about KDE.
