This is already implemented in yum-presto, but not yet in
createprestorepo.  The prestomd format is actually identical to the
repomd format with a datatype of "deltas" for presto.xml.gz file.
Yum-presto will look in repomd.xml for "deltas" if there is no
prestomd.xml file available.

It should be quite simple to put the small amount of code in
createprestorepo that is different from createrepo back into createrepo
and add a -d option to createrepo that generates presto.xml.gz and adds
it to repomd.xml

You could submit a patch to do this then and get any other relevant packages reviewed, included and then request Fedora Infrastructure team to run new create repo for the Fedora devel as soon as we move beyond Fedora 7. I don't think letting the package connect to a different repo by default is desirable. That doesn't scale.
